"further recognition" of his services during the recent

plague in Hong Kong: and I am to acquaint you that the

Marquis of Lansdowne is of opinion that, as the services

rendered to the Colony by General Barker were not of a

military character, any recognition which they may re-

ceive would be a question for the Secretary of State for

the Colonies.
